The Triumph Gulf Coast board of directors voted on Thursday to move forward five projects totaling $24.9M. These job creation and workforce education projects will create a minimum of 900 new high wage jobs and at least 2,060 Career and Technical Education (CTE) industry certifications including Cyber Security, Unmanned Arial Systems (UAS), Welding, Agri-Science, and Industrial Trades across Northwest Florida.

Bay

Triumph Gulf Coast gave final approval to a grant award with the City of Panama City for $20,000,000 for a major infrastructure improvement project at the Panama City Industrial Complex including the Eastern Shipbuilding Group Nelson Street facility. The project supports the continuation of the U.S. Coast Guard contract to construct Offshore Patrol Cutters. The project will create at least 900 new high wage jobs in Bay County.

Gulf

Gulf District School District’s request for $250,000 in Triumph Gulf Coast grant funds for the expansion of the welding program at Wewahitchka High School (WHS) was unanimously approved to move to term-sheet negations. The grant will expand the existing welding program and retrofit an existing vocational building on WHS’s campus.

Students will gain industry certification in the field of welding a high demand occupation in the region. Hurricane Michael left unfathomable damage in its wake, but in doing so created more demand for skilled labor such as welders. 

The Triumph Board also moved to approve a term-sheet with Gulf County School Board for a $125,000.00 grant to expand the agriscience CTE industry certification program at Wewahitchka High School (WHS). The Triumph grant will be used to purchase program equipment. 

Agriscience program curriculum teaches a variety of skills enhancing student employability in agriculture-based professions as well as others career fields. Students enrolled in the agriscience program will be able to obtain certification in Agricultural Use of UAS Technology through the unmanned aircraft (drone) industry certification program being established at WHS through a separate Triumph grant.

Wakulla

The Wakulla School Board application to start a UAS program at Wakulla High School was unanimously supported by the Triumph Gulf Coast Board. The $1,780,00 grant request will also provide additional CTE digital tools training for students in grades 3-5. 

The UAS CTE program will provide students with industry-recognized credentials in this new and growing industry. Florida is among the top ten states predicted to create jobs and revenue as production and use of drones continues. 

Wakulla Schools has recently completed their first school year utilizing their initial Triumph grant including installation of computer labs in the county’s four elementary schools. Over 300 CTE digital tools certificate were awarded to elementary school students across the district in the first year, far exceeding the proposal’s commitment. 

Walton

The Triumph Board moved to enter agreement negotiation with Northwest Florida State College’s for a $2,763,716.00 grant to support the expansion of the Walton Works Training Center of Excellence at the College’s Chautauqua Center in DeFuniak Springs. The projects creates a training hub in the northern part of Walton County, designated by the State of Florida as a Rural Area of Opportunity. The project will provide access to relevant training opportunities that are responsive to job demands, create a path to higher educational attainment and high wage careers. 

The Walton Works Training Center project will prepare students for 20 different occupations and will reach a large number of students in subject areas with projected job growth. The project will establish workforce training programs in Industrial Trades (Electrical, Plumbing, Construction, Welding & Millwright); Cybersecurity; Unmanned Vehicle Systems Operations; Law Enforcement; Fire Science; and Emergency Medical Technician. 

The Fire Science and Law Enforcement programs include collaboration with and onsite training at the Walton Sheriff’s facility also in DeFuniak Springs. 

Triumph Gulf Coast’s board of directors is appointed by the Governor, Chief Financial Officer, Attorney General and presiding officers of the Legislature. One day after voting to provide $15 million in Hurricane Michael ad valorem tax relief to Bay and Gulf Counties, Triumph Gulf Coast has distributed those funds. Triumph Gulf Coast has delivered $10,728,316 to Bay County and $4,271,683 to Gulf County from its Hurricane Michael Major Disaster Relief Fund.

The funds are to be used by the counties, the local school boards and municipalities to replace estimated shortfalls in ad valorem tax collections due to the hurricane. The purpose of the relief funds is to provide the local governments the ability to continue with normal operations in public safety, school operations and other regular uses of ad valorem revenues. The funds are specifically not to be used for special projects or any additional property purchases.

In Bay County, the funds will be distributed by the County as follows:

More than $150 million in public infrastructure projects and an additional $20 million in hurricane relief and education programs that will create or support thousands of area jobs were approved today by Triumph Gulf Coast. Triumph is the organization established by the legislature to use $1.5 billion in economic damages from the 2010 Deepwater Horizon oil spill to strengthen and diversify coastal Northwest Florida’s economy.

The largest award, for $66 million, combines with an additional $269 in private, state and local government investments, to create an aviation maintenance, repair and overhaul campus for passenger and freight aircraft at Pensacola International Airport. $20 million was awarded by Triumph for the City of Panama City’s $74 million marine industrial complex to enable the construction of the next generation of US Coast Guard cutters by Eastern Shipbuilding Group. The board also gave initial approval for $64.1 million to assist with a $200 million bypass linking Highway 85 to US Highway 10 southwest of Crestview.

In nearly all cases Triumph awards, including those made today, require local sponsors to come up with most of the needed funds. Entities receiving Triumph support must also guarantee economic performance benefitting the area, usually including the creation of new jobs paying higher than average wages or legally obligate themselves to give the money back.

Although Triumph dollars don’t come from taxpayers, they are a public trust. The funds are paid over 15 years by BP under federal court order to the State of Florida in recognition of the economic damages to state government. The state, in turn, has designated Triumph to use the money for projects that will make Northwest Florida’s economy stronger and more diversified. Triumph uses its funds to attract and match major private sector partners as well as state, federal and local governments to support transformational economic development.

The Triumph board, meeting in Shalimar, also voted to award $15 million to Bay and Gulf counties, and the school districts and cities within those counties, to replace ad valorem tax revenues lost due to property devaluations following Hurricane Michael. The funds will help those counties, hardest hit by last October’s hurricane, to continue providing public safety and basic governmental services in advance of anticipated funding from the federal government and Florida Legislature.

In further action, Triumph awarded $5,266,319 to strengthen career-technical education so that Northwest Florida workers will be trained and qualified for the new jobs being created by employers expanding or moving to the area.

Northwest Florida State College’s DeFuniak Springs campus will receive $2.8 million for 1,570 industry certifications in Aerospace and Defense, Architecture and Construction, Law Enforcement, Public Safety, Corrections and Security, and Cybersecurity. The Escambia School District will receive $2.3 million to train students in IT, Cybersecurity, Advanced Manufacturing, and Aviation/Aerospace to prepare for jobs related to the major expansions at the Pensacola airport. The Gulf County School District will receive $125,000 to support 120 industry certifications in Agri-technology, Agri-science and Agricultural Use of Unmanned Aerial Systems (UAS) Technology while the Bay Youth Summer Work Foundation in partnership with Gulf Coast State College is in line for $48,000 for IT certification and workforce training.

The process for receiving funding involves submitting a written application which is analyzed for return-on-investment and scored by Triumph’s economic and education advisers. Proposals that receive initial approval, such as the Crestview bypass project, are then subject to negotiation for specific performance terms. If term sheets are agreed to by the board, a final agreement is presented, and funds are awarded. For more information go to www.myfloridatriumph.com. Although Triumph is a non-profit organization and not a government agency, the organization is subject to all public meetings, public records and enhanced ethics requirements.

In other business, the Triumph board welcomed Lewis Bear, Jr., selected by Governor DeSantis to fill the unexpired term of former Gulf Power CEO Stan Connally who resigned from the board when he was promoted to chief operating officer of the Southern Companies in Atlanta.

The board also received an initial report from the state’s Auditor General containing no criticisms of the group’s financial operations and two minor recommendations, one to provide more specific guidance to applicants not qualified for Triumph funding and the other to formally designate the vice chairman as an authorized signer on financial transactions. Both recommendations were accepted and implemented.
